I don’t think you can actually do that (prevent interstate travel) legally.
Tribal land is a different. Or at least on paper it is. It is supposed to be a sovereign area of the US, but the government (local, state, and federal) often forgets this when it’s inconvenient for them.

Although apparently the tribes that have already banned her control about 90% of the tribal land in the state, and only two or three tribes haven’t yet done so. I’d not be surprised if they all banned her, but at this point they’re just rubbing it in…
