Is two tons really worth $450 billion? I think your math is way off. Two tons is ~2,000,000 grams. I could see it being a couple hundred million dollars, but this is a factor of a thousand too high.
Furthermore, this isn’t street goods, this is deep wholesale that’s not even in the target country yet. Its value has to be much lower yet. Perhaps 20 to 50 million?

They’re going for the retro thing. “We found a bag of weed, what they call an ‘oz’; street value sixteen thousand dollars” (dollar amount calculated assuming you roll 1,000 ‘doobees’ and charge people $4,000 per ‘toke’)

Street value in Italy is about $92 a gram, accoriding to the UN Office of Drugs and Crime
. That puts two tons at about $167 million - nothing to, er, sneeze at, but not in the billions.

Yeah, that’s a ridiculous number. More like $180 million at $100 per gram. Even if you were to cut the hell out of it I sill don’t see how it’s worth more than $1 billion.
