A poorly written headline for sure. A child born here is Brazilian, no matter the origin of the parents. The author of the text wanted to emphasize the evolution of immigration. I think the journalist wanted to show the desire of immigrants to settle here and that the birth of a child is something to be celebrated, but It seemed like something prejudiced. The way you described the situation was much better.

You could also add:
One side - carrying diseases into the country
Other side - says a person who refused to wear a mask or get vaccinated (and probably doesn’t wash their hands)

Perhaps a few bus companies will say “No thanks, Gov. Abbott” when he tries to hire them to bus people to New York in the future, if the lawsuit filed by Mayor Adams succeeds.

I wonder if he’ll eventually try to sue Texas (or Abbott himself.)
