From the same article, it’s not just Russia and China…

In 2022, NASA announced it was cooperating with the US Department of Energy to select “concept proposals” for a nuclear power system “that could be ready to launch by the end of the decade.”

Not mentioned: Are they talking about RTGs (sub-critical, small fuel mass, etc)? The kind that already go into space? Or something bigger and trickier and more inherently risky?

Yes. I read articles before I post them, not just the headlines.
The bit about NASA is just filler and pretty much useless as it doesn’t, as you point out, differentiate between RPGs and other ways of nuclear-based power generation.

Which is probably a good data point to have, and publishing unexciting results helps to reduce systemic publication bias. But whoever came up with that news headline must have been operating on autopilot and didn’t pay attention to anything the scientists said except for “Chernobyl” and “worms”.
