it’s not entirely underground, there are ground level stations.
also it’s apparently rubber tires on rails rather than metal wheels on rails, like parts of the Paris metro.

The lake was drained in (i think) the 1600’s, so it’s built on a former lake bed rather than in a current swamp. Different problems.

Yes, a former lake bed, but currently it’s salt marshes. Mexico City is sinking because the aquifer has been destroyed.
