One of the weirdest design decisions that the makeup artists made back in the TNG era was to add prominent prosthetic forehead ridges for all the Romulans but not for the Vulcans. Kind of ruined the “all but impossible to tell the two apart” thing.
I quite liked Picard mixing and matching the Romulan makeup and prosthesis and explaining that the more prominent head ridges were “Northern” Romulans
Still, weird thing to have to retcon. The whole point of introducing Romulans in the first place was to have an enemy that looked just like Spock, thus inflaming bigoted elements of the Enterprise’s crew and setting up another lesson about how Space Racism Is Not OK.
I’d even go so far as to say it’s an evergreen message but I don’t want to create the impression that it’s a problem that only impacts people from Orion.
