The cowboy did not see a crime being committed so the legality would be determined by the price of the bicycle wouldn’t it? If the bicycle was worth less than $1000 then a citizen’s arrest would be illegal in Oregon. So depending on the cost of the bike, this guy may have committed a crime in stopping the thief.
