Correct, and I believe it’s a mini-horse. There’s a difference between ponies and mini-horses, largely having to do with what stock they originated from.

Rocking/tilting platforms of various construction are used to develop proprioception. Our modernly-kept horses, living in flat pastures and working in groomed arenas, don’t build up as good a sense of balance and feel for foot placement as horses moving in the wild over uneven terrain.
It helps them gain confidence on unsteady ground. Mattresses/gym mats are also a great tool for it.
The rocking horse thing is just a trick they’ve taught their equine friends.
