In the pic it looks like it was used to give the grip of the gun a bit more grippiness. The same can said for similar uses for improving grip with axes and machetes. It can also be used to tightly close small tin containers like the ones used for Altoids, keep metal objects from clanging against each other when being moved which can be useful for hiking without making a ton of noise, rolling up frabric/tarps, having an extra (albeit stinky) fuel for a fire etc etc…

I really don’t use them because i’m a rubberized twist tie (Gear Ties and the silicon knock off sold at Harbor Freight) kind of guy because they are much more useful.

The pair were at the Courtney Campbell Causeway west of Ben T. Davis Beach around 8:30 p.m. local time when two groups of people started arguing over jet skis being driven recklessly near where children were playing in the water, Johnson said. Members from each group opened fire.

“The grandfather of the young man that was shot grabbed him and pulled him into the truck when they heard the gunfire going on,” Johnson said. “They were inside the vehicle. A round went through the vehicle, hit the grandfather in the finger and the young man in the head.”

“There was no reason, no excuse, for that argument to lead to gunfire, much less an argument over jet skis,” Johnson said.

One of those people, identified by local NBC affiliate KUSA as 14-year-old Xavier Daniel Kirk, was rushed by ambulance to a local hospital where he died from his wounds.

The second person, a 13-year-old boy, “ran to a nearby relative’s house and then self-transported to a local hospital,” police said.
