As with many things Russian, I give it credit for being bigger, crazier, and more clearly jury-rigged, than its counterparts elsewhere; but no, too conventionally fueled to be true cold-war-crazy. I was hoping for an open-reactor snow melter(akin to that of the nuclear thermal rocket; but for more prosaic purposes) or maybe an arctic airbase where the tarmac had some percentage of the usual gravel replaced with ceramic radiothermal devices, causing it to remain hot to the touch at all times and preventing any snow accumulation. The sort of terrible plan that Project Plowshare could be proud of.
Boston actually has a conceptually similar device, though based on an obsolete American engine of some flavor, that they use for track clearing after heavier snow. ‘Snowzilla’ as it is called, is probably humming away right now.
If only it would dye them purple first.
