“Shenanigans” is not the same thing as “voter fraud” in this context. Shenanigans are things like voter suppression — keeping citizens from casting votes. Shenanigans can be legally created with shit like the modern unconstitutional Jim Crow laws or abuse of the electoral college via gerrymandering; or they can be illegal, such as having a bunch of skinheads hanging out around the polling place, intimidating citizens and frightening them away from the polls.
Voter fraud is when a vote is counted that was not cast by a voter, or that doesn’t reflect the intent of the voter. Voter fraud comes with much harsher penalties, and so is seen as “more important”, even though shenanigans can be much more effective at tampering with democracy.
The GQP is specifically claiming fraud through various lies like “ballots were shredded”, or “dead people voted”. Risk Limiting Audits are the best defense; they can be used to detect fraud without proving how the fraud was committed. RLAs would disprove these lies; but note that the circuses in places like Arizona are not legitimate audits — they are frenzies of activity that create the appearance of legitimacy without following processes that include statistical or evidentiary rigor.
Of course the GQP isn’t interested in presenting the truth, they’re interested only in scraping together sound bites that foment their seditious attempts at insurrection.
Hundreds of thousands of people disenfranchised has much more impact than the half-dozen or so people who voted “fraudulently” because they forget to update their voter registration when they moved across town. In my view, anything done to prevent people exercising their constitutionally guaranteed right to vote is voter fraud. Fraudulently preventing someone’s vote from being cast and counted. “Voter fraud” in the sense of what the republicans claim they are trying to prevent (busloads of mexicans being shipped in to vote under fake names, etc) have been proven time and time again to simply be lies they made up.
