Schedule I vs. Schedule II is just whether the DEA will license medical professionals to obtain it. Methamphetamines are prescribed for some conditions. Cocaine is a very effective anesthetic. Schedule I substances are actually less harmful than Schedule II.

Marijuana is very effective for some things but the medical community hasnā€™t petitioned the DEA to get the schedule changed. A big part of this is because synthetic cannabinoids have been used in medicine for decades. Thereā€™s no reason for drug companies to cultivate the actual plant. There is a higher likelihood of marijuana being legalized as a recreational substance than seeing it go Schedule II.
