Wow. With hair he reminds me of Dr. Zachary Smith from Lost In Space. 
Someone suffering from transwarp salamander syndrome was featured on that Star Trek: Lower Decks episode where folk with various medical conditions were being sent to “The Farm.”

Voyager lends itself to that style of animation because most of the characters were already very stoic and snarky
