If these are the options, then investing in education it is.
Equality for women was more a nominal thing, in other words let them work, but don’t give them any power. A quick gender check of the members of the central committee or the politburo will give you a solid 100 - 0 ratio at any given time.

I’m too lazy to bring it up in my kindle library… but this memoir, in parts, describes how the educational authorities in the Soviet Union didn’t really like Jews.
so, the educational system in the Soviet Union did have its weak points.
