It’s the same tactic used by police when beating someone, just on a national scale. “Stop Resisting!” whack whack “Stop Resisting!” whack whack. You get the idea.
What people often don’t realize is that the calculus used by these people (politicians, business leaders, etc.) is very different than that of a normal emotionally healthy person. For these people, as long as there is a net gain of profit or power the only thing that will stay their hand is the possibility that the blow-back will impact them directly. As long as that risk is minimal, they do not care. So destroying the lives of a few thousand children in order to move their political agenda forward and strengthen their base? That’s not even a blip on the radar. Remember that our president said “I could stand in the middle of 5th Avenue and shoot somebody and I wouldn’t lose voters”. He’s not worried about losing support for putting a few “brown children” in concentration camps.

They are responsible, because any of them could have stood up against this bullshit but they didn’t. They carry the burden of responsibility as well.
