A nitpick - senate seats aren’t gerrymandered, they’re state-wide offices. Now, if the state happens to be really red or really blue, that’s one thing.

Though the mention of Mark Levine suggests that the insinuation is more fully developed in one of “Burton W. Folsom, Jr’s” books-- *FDR goes to war-- a book which has somehow escaped the notice of book critics and historians.
I wish the cultural technique of citing everything had actually caught on.
