Can the state of New York take his properties in New York under eminent domain and use the value Trump claimed the properties were worth on his taxes as the appraised value to pay as compensation?

Does Trump actually fully own any of those properties? Even if there aren’t other equity holders, they must be mortgaged up to to the hilt.
