The president CAN call up the national guard without any permission from the governors. So I wonder whether “working with governors” = “We’re going to try to get the states to call them up so that WE don’t have to pay for it.” That’s a tough bit of persuading to do even in Texas, unless Trump makes it clear that he doesn’t intend to run for reelection. Because about the only chance that a governor would agree to pay for this poorly thought out Charlie Foxtrot is if he was trying to get the nomination.
