What was the point of smuggling 17 bullets and no gun, especially given it would be pretty easy to buy some bullets for your non-existent gun when you arrive?

It “depends” (see what I did there?) where he was flying to. He may have been flying back home to Arkansas, where bullets may be easy to purchase, but he also may have been flying to another location where they’re hard to find.
Also, did TSA confirm the bullets were actually loaded with gunpowder, and he wasn’t just smuggling drugs?
Absolute clown behavior. You can travel with bullets! And guns! It’s perfectly legal! You just need to check a bag and put them in there (separately, of course). When it comes down to it this guy is going to catch a charge because he didn’t want to pay the $50 fee and wait at baggage claim.

That would be the dumbest fucking way to smuggle drugs. Like literally anything else that isn’t metal and easily detectable and a highly prohibited item they are actively looking for in the scanner.
