Because somehow the test for driving seems to select exactly the people who shouldn’t have a license. 
How about making it illegal to sell or buy un-neutered pets without a license? That would at least cut down on the number of stupid owners who can’t handle getting a pet neutered themselves.
If we ever get our shit properly together, the concept of eugenics will one day be well and truly rehabilitated.
