It’s happened in my family, where a (probably fairly inexperienced) contractor had settled on a specific uniform riser height, and when it didn’t divide evenly into the actual space between floors, he just thought he could make one step slightly shorter than the rest. Nearly fatal flaw, resulting in a complete rebuild.
Doesn’t matter if the steps are all 4 17/19" apart, as long as they’re all absolutely equal.
