If only there had been an armed government employee nearby, or at the very least a good guy with a gun.
Maybe the agent decided his stuff wasn’t worth shooting someone over.

A cop thinking someone isn’t worth shooting?
Surely he would have brandished his weapon to deter the robber, even without firing a shot.
Plot twist: the culprit turns out to be a hardup law enforcement agent who needs the money to entrap a suspect, but is stymied by his superior, a by-the-books bureaucrat who’s lost touch with the realities of today’s criminal underworld.
