We’ll have to wait to find out, after review by the Civilian Complaint Review Board, if indeed an affidavit was not made. The owner does not have to be arrested or convicted of a crime to have his property taken.

Only if the affidavit is confirmed as NOT made can this be labelled as “robbery.”

I sold my motorcycle on Craigslist couple years ago to a guy who paid $5,000 cash in a stack of $100 bills rather than with a cashiers check or bank note. The last sentence of the introductory paragraph (Mission and Rules) it is noted that:[quote]The Board forwards its findings to the police commissioner.[/quote]But I haven’t yet found any indication that the police commissioner has any obligation to act on the Board’s findings.
