The creator calls it ‘a combination of separate layers and keyed deformation’. I’m guessing this article-and-video-demonstration on the ToonBoom ‘Rigging and Deformation Tools’ After Effects plugin might be the right sort of thing. There are probably others, but I’m no animator.
