The vaguely enforced campaign finance rules alone should guarantee this. Not running, nothing to comply with. Meaning, he’s clearly not going to run until the last possible minute. Even then, he’s more likely to not run and not be subject to those rules but just offer some vague notion of doing something else. Anything else that allows him to avoid any campaign finance rules.
Just in case someone does try to make sure the money was spent for what’s allowed.
