If you want to see one in real life, there is a waterfall staircase at Longwood Gardens in Kennett Square, PA.
There is a bridge that goes over the water flow that leads to the start of the waterfall. My kids like to play Pooh Sticks there and watch them go down the stairs. (The maintenance team probably hates that)
