couldnt this just be a low-level continuation of the mob-style assassination/counter-assassinations that went on in the late '90s, with Putin not caring who survives as long as they are not disloyal ?

The entire Putin regime is a continuation of what was going on in the late 1990s, in effect for two decades now. Fascists are always essentially gangsters who’ve gained political power, so the same mafia rules apply (with the state’s monopoly on violence now being used to enforce them).

These oligarchs operate and profit only at the pleasure of the real bosses, like Putin and his cronies. A system like that has to be maintained, so Putin cares. If they get greedy and skim too much off what they’re supposed to be kicking upstairs or if they get arrogant and start disrespecting the big boss this is how they end up.
