It is a federal law. States often do have additional restrictions, but transferring firearms to a prohibited person is a violation of federal law, with a penalty of 10 years per offense. The article quotes a law enforcement official as saying “I don’t know that he would have violated any Tennessee law,”.
I am not sure if it is necessary for states and municipalities to pass their own laws against conduct that is already a federal crime.
