In Rome in my teens one hot summer I witnessed the fire truck going out with sirens full blast only to come to a screeching halt after a few hundred meters.
The firefighters then came out, unrolled a large hose, and… started dousing the truck’s engine, which was spouting flames and black smoke.
Alas, having been young when mobile phones were just Scifi matter, you’ll have to trust me on this one.

Of course none of those tires are mounted. He’d need considerably more than just a tire iron and jack for that job!
