Really, it only affects the commentary. They can still post endless stories about the riots, crimes committed by immigrants, etc., etc., ad nauseam. At this point they don’t have to say a word to dog-whistle, they can just link a story and nod knowingly.
The Trump campaign is apparently spending big on Google ads, and casting a very wide net. I often see the same ad multiple times in individual articles on my newsfeed. This morning, this one popped up.
