You need smart bombs if you want to destroy specific military targets while avoiding civilian losses. But Russia, having failed at a quick takeover, is now committed to the Chechnya/Syria playbook of trying to break the defenders’ will to fight through a humanitarian crisis. Hospitals, food production and storage facilities, power and water supply lines are intended targets; residential buildings are fine targets of opportunity. So “dumb” air raids, MLRS salvos and cluster bombs are perfect for this kind of warfare. And when such bombed out territory is annexed or put under a puppet regime, it would be too poor to put up any resistance, and would need very loyal and subservient local governors who could beg for aid from Moscow.
