The deaths were so catastrophic, the haitian constitution made specific reference to them. So going by that as a standard, the death rate for russian prisoners is much higher than that. If Putin keeps this up for another year or two, the risk of his country breaking out into a civil war becomes decently high which becomes an even more of an disaster
