tl;dr, Congress passes law in 2002 stating that poverty-related funding is to be allocated according to census data. DoE allows rural districts to use proxy data because census poverty data is often inaccurate in those areas. Trump DoE prohibits the use of proxy data and requires districts to use inaccurate/inadequate census poverty data for… basically no reason and makes an appeal to “following the law” as a justification. Hundreds of rural districts lose funding.
