IMO - the problem with Batman Forever is too many villains. Too many characters in general. I like the shift in tone and inclusion of bright colors etc.
I feel as if “Hold Me, Thrill Me, Kiss Me, Kill Me” was the last good U2 song, but that’s just me.

Batman Returns introduced this trend (Penguin and Catwoman). Everything after Batman (the one with the Parade and Prince music) was downhill, at least for the 90s iteration.

Yeah, two bad guys is really the limit, IMO. You don’t have time to develop the back and forth dynamic.
You can have more of a cameo pop up like they did with Scarecrow and get away with it.

True, but they are kind of just there, they don’t have any actual character development. Like in the Lego Batman movie - awesome they had 1001 characters. But they only had a few characters that actually served the plot.
Batman Forever holds a special place in my heart, both because of and despite its 90s neon camp. The soundtrack introduced me to Sunny Day Real Estate, the Flaming Lips, PJ Harvey, and other great artists (“Kiss From a Rose” is a banger, y’all); and it’s the first I can remember really, truly being consciously attracted to a woman (I was 12).

I used to think that the main problem with those films was “too many characters” but Fox proved it was possible to make a decent ensemble superhero film with the first couple of X-Men installments and Marvel did the same starting with The Avengers.
Maybe it’s less about how many characters are in the movie and more about whether or not they’re all acting in service of the same story. For example, there’s no logical reason that Poison Ivy and Mr. Freeze should have teamed up since they had fundamentally incompatible goals.
