I think the point that Hitchens is making is best deployed against the very things that you are listing. Like, if someone who advocates genocide is offended that I say we shouldnāt advocate genocide, Iām inclined to think, āI donāt really care how you feel about that.ā
But whatās annoying about that quotation is that it is taken by some to be a pious position; as if disregarding other peopleās feelings was a good thing in itself. It should be seen as a negative, something you only do if the situation warrants it. The last part āIām not running for anythingā is very important. Itās fine (in a personal utility maximization sense) to be a jerk if you donāt care if anyone likes you, but you are still a jerk. Most of the people who would publicly echo Hitchensā quotation do desperate care if they are liked and feel entitled to be liked despite being jerks.
I donāt really know what I think of Hitchens, but I wouldnāt be surprised if he was a genuinely misanthrope who really didnāt care what people thought of it, and if he wasnāt be hypocritical or deceitful when he said that.

Iām never seen any proof other than Hitchens being a misanthrope. Heās basically the one that laid the groundwork for the arguments made by the rising far-right populists in the western world, and he always cared more about being interesting and provocative over accuracy.
