Isn’t that just the whole belly?
Not the same thing, but a couple of our current fosters have little spots, one on her back left foot, that we call their “activate” buttons. “Press to activate!”

Depends on the kitty. Most of ours have been major belly kitties who’d roll over & let us rub their tummies to our everyone’s hearts’ content. Our young 'un is learning to enjoy belly rubs.
Our big orange floofy guy has the softest tummy. He often rolls over and even meows asking for belly rubs. But 90% of the time it’s a trap. That 10% makes sure we keep trying.
Every so often I catch him when he is sleepy and on his back. Only 5% traps in those circumstances

Our cats like tummy rubs more than the dog. The flop and roll is almost never a trap. Well, unless you try to use your foot for the tummy rub, then it is.
My impression has always been that acceptance/enjoyment of tummy rubs in cats is almost exclusive to cats raised by humans from early age. Does that reflect your experiences? My current cat - a rescue at 7-8 months old at the time we got her - certainly has no tolerance for anything like that. But then again she grew up entirely without human contact and took quite some time socializing.
The cats who’ve appeared on our doorsteps over the years have ranged in age from well before adolescence to well over a year. Our current belly kitty showed up when he was around a year old, and on my third attempt he decided he’s a big-time belly kitty. The stray we temporarily had in the house is obviously adult, and she loves her belly rubbed, too. We’ve had non-belly kitties show up who were of varying ages, just like our belly kitties. Smedley (around 2) and Orange Julius (a few years old) were never belly kitties. Catcher was only an occasional belly boy, and he showed up when still V pre-adolescent. It really depends on the kitty.
I had a stray adopt my indoor guy through the window. He was sleeping right outside the window so he could be close to his buddy. So, one day, I opened the door and he strolled in and that was that. My pet cat had a pet cat. They lived happily ever after. They were terrific little guys.
