16 year olds can legally consent in most of the developed world. Roy Moore and his supporters don’t seem to understand the consent part, they probably think it is some kind of cultural Marxist conspiracy.

Can’t speak for the rest, though I assume it’s exaggerated and/or untrue, because attacks on Clintons generally are that. But the “Hillary laughed!” thing is bullshit.
