I honestly just have to wonder what goes through their heads… do they really care so little about their fellow man that they make jokes like that when people are dying? Especially when they are in a position to DO something and they don’t? WTF?
I hope you’re right about karma, in some form at least. If nothing else, hopefully all of these assholes downplaying a pandemic get thrown out of office.

Two words. Zero empathy.
They cannot see themselves in that situation, so they don’t care about anyone who finds themselves there. They either look down on them for that person’s obvious failings to end up in that spot, or find some other way to distance themselves from it.
There should be some kind of empathy test for anyone to be allowed to serve the public. Selfish people do shitty jobs.
