Right?!? They act like everyone’s risk of ever contracting the disease in the first place is equal, so no consideration is needed. Just look at who dies if they get it and go from there.
It would be like giving all the civilian hemophiliacs body armor first, even if that meant military in active zones didn’t have enough, because the hemophiliacs are most likely to die if they get shot.

I don’t know that I’m particularly desperate, but I’d do it because 1) I hate waste, especially of something so important, and 2) I do want the vaccine sometime, if it’s going begging, why not now?

A local newspaper published an article saying that, at the end of the day, vaccines would be thrown out here as well.
As each vaccine vial contains 10 doses and often the target audience does not show up at the vaccination posts, then these surplus doses have to be discarded, as they cannot be stored once opened.
The authorities denied it.
