West Virginia was absolutely not in the South when I lived there, during the 20th century. It has its own mountain culture which is much closer to that of Pennsylvania than that of Virginia. Today I live east of the Mason-Dixon line, but I have honestly never heard anyone call West Virginians “Southerners” in my lifetime. They are usually called “hillbillies” when a Yankee is looking for insults.
Also, by far the most racist city I have ever encountered in my life is Philadelphia, PA. I have spent a great deal of time there (including working in center city for five years) so I’m not speaking based on a few brief visits.

No one is denying racism is a problem throughout the entire USA, but your anecdotal, false equivalencies don’t change the reality of the greater problems (overall) in the south.

You’ve beaten something alright. The above map means nothing in the context of the north and the south. Which (I shouldn’t have to tell you) is what we’ve been talking about.
Maryland is a Southern state, despite their regional accents. It’s south of the Mason-Dixon line and only Lincoln’s blatantly illegal actions prevented it from seceding during the Civil War. All my many Maryland friends consider themselves Southerners and say so.
Delaware is neither. The Mason-Dixon line goes around the state - we are to the east of the line - and Delaware supplied troops to both sides of the civil war. It was the home of murderous slaver Patty Cannon as well as a stop on the underground railroad. The rest of y’all are Crackers and Yankees, but we Delawareans (for our sins) are just Delawareans. Not that this is a really great accolade or anything, being wishy-washy in the middle’s not particularly admirable.

Your cherrypicked data point says SOUTHEASTERN which is not a synonym for SOUTHERN (see how it’s spelled differently?) but I am sure if you try real hard you can find a dozen other references more favorable to your own pre-existing conclusions.
I find it excruciatingly funny that what the people of West Virginia believe is less important to you than what you’ve decided is somehow a point worth beating slickhead with. As I said, you’re throwing a tantrum - apparently because you hate the South or something? Why all the raving?
