While that’s definitely the case for some systems that are available on the aftermarket, the opposite is true for others. A good dynamometer tune from a skilled tuner is going to increase power/torque and efficiency in many passenger cars. Car companies tune engines based on a pretty wide safety margin so that engines that are many standard deviations below the mean still operate without failure. Getting a tune for your individual car is going provide gains in both power and reduced emissions over the factory setup.

How much gain you get depends heavily on how much variability the manufacturer had to cover for in their tuning, how good your tuner is, and your appetite for risk. Some people are more open to pushing the envelope than others.

You think the OEMs want to have to get all those emissions parts approved and regulated on their engines? They kick and scream about the entire process every step of the way and they hate that they have to meet California Emissions even on vehicles sold elsewhere because it’s too expensive to have separate supply chains and productions processes.
