There are a lot more incidents involving ordinary LEOs, particularly low risk situations were a civilian fatality would look really bad.
Also in incidents involving specialists the specialists are invariably prepared for the scenario because you don’t call specialists out unless you have a scenario.
Ordinary LEOs are more likely to encounter a scenario for which they’re surprised and really unprepared.
That being said I still agree with you, I’d expect specialists to have all around better outcomes.
