In England, it’s common to use the word “burger” to mean what Americans would call a “patty”. We do also call the whole sandwich a “burger” and it’s fairly contextual as to what they mean.

No, it comes fried in batter unless specified as ‘inna bun’. No one orders the veggie burger, so it doesn’t require qualifiers.
