I think I’ve see this used in a book, by a child taunting another: “Cowardy cowardy custard, get thyself some mustard!”

Hmmm, I think adverbs can be funny, though. It’s not necessarily as simple as needing to modify a single verb.
You can have clause adverbs, which modify the whole clause (“Generally presidents don’t try to overthrow the republic.”). Adverbs can modify other adverbs (“I almost always agree with you,” almost modifies the adverb always.) They can modify adjectives (“I threw the completely burnt dinner away.” “This was a blatantly provocative act.”) They can modify determiners (Almost all presidents have committed war crimes.)
So I think “In his typically cowardly fashion…” is ok, but others can disagree.
