If verifying the number of dead is difficult, that means that the real numbers are even higher than the totals for verified deaths.

I hate to accuse someone of arguing in bad faith, but I’d really like to see some links on this because to me this isn’t something that even could be true in any universe. Observers who watch police and military tactics for evidence of human rights abuses don’t give out A’s or rank people #1. They observe what goes wrong and report on it with a “one is too many” approach. I have never seen a human rights group congratulate a police or military force on their human rights and I never will, because if I did see a human rights group offer such a congratulation it would be so absurd I would not think of them as a credible human rights groups. I know that’s a tautology, but until I find extraordinary evidence to the contrary I’m going to continue to think it’s reality.
You find me a human rights group that doesn’t think a military force needs to do better and I will find you a government audit team that doesn’t have a recommendation to make about how to improve procurement processes.
