Saw Petit in Edmonton do a building to building walk in the 1980s. Entertaining, but bizarre
Is that a tightrope? It looks flat, like a slack line.
My reaction to the video:
The news report says that police are guarding them, with the city to get a cut of the sales to pay for the security provided. Sure, that sounds like an excellent use of city services to me. 
While I noticed that, I’m not really going to fault this lunatic for that. (Aren’t slack lines harder to balance on anyway?) You couldn’t convince me to go across something at that height out in the open air like that if it was a perfectly flat surface two meters across!
