The president is not actually the v.p.’s boss, they’re separate constitutional offices

IIRC it’s governed by the 12th Amendment rather than by Article II, but the vice president still doesn’t “report” to the president unless they’ve made some sort of personal deal about it, like “Mike Pence is in charge of COVID now” (har har)
