He may have been a good witness, and cooperated, but there is little deterrent if this kind of operative knows they can simply rat and walk away. He should at least be treated as firmly as some poor slob who felt he had no choice but to sell pot and got caught. I’d much rather see a war on corruption than a war on pot.

Conversely, there’s little incentive to rat if he doesn’t get something pretty significant out of the deal.
Even if he walks at least he’s universally reviled across the political spectrum now.

I think avoiding the full sentence is pretty significant. But there is a wide gulf between that and what he’s asked for.
