Essentially it’s an an-com/lib-com (anarcho/libertarian communist) symbol
Now? According to the wiki article it isn’t. The SPD wasn’t/isn’t communist and often clashed (figuratively and physically) with the Communist Party.
Yes. You will see it at any antifa street action, pretty much worldwide. Anarcho-communism/Libertarian-communism are stateless ideologies, so yes, opposition to the centralized state of Communism is a part of the platform.
