From a public health standpoint, one would hope so.
I don’t really expect the carceral state to make sense, but inmates who test negative are still at risk of infection. Inmates who test positive can be isolated-- to prevent the spread of the disease through the prison population.
A celebrity who tests negative can escape to a doomsday bunker. A celebrity who tests positive can get proper medical treatment.
An inmate does not have the freedom to act on a negative test.
